Dear Peg,

I apologize for not writing sooner. honestly I was waiting to be called to Hsu to sign/ file a HIPAA form to allow you to access my medical records because you said you emailed the Hsu director Nicole Brown and I believe that had to be some time ago. yet I was never called to file/ sign said forms nor was I sent any notification Hsu or the Records Office as they normally would to explain to me the process to allow you access. so I wrote to them asking to sign/ file a HIPAA form to allow you to access my medical records and have not had a response

 

 in this letter I will try to explain exactly what has happened and it still happening

 sometime between approximately November 20 23rd and April 18th 2024 I was given a blood test that revealed that I am allergic to multiple Seafoods, shellfish, and fish, proving multiple fish sensitivities. some very severe and others having abnormal reactions.

 once this was acknowledged Hsu Personnel h l e g r a n d apnp with security Personnel Sergeant Glenn believed it would be best for me to be housed in either of the last four cells for this away from the microwaves on the opposite side of the surgery and it was entered into the wiic? s per medical with with inmate should not be housed or around any area where fish is cooked, prepared or served due to a severe fish calories allergies.( not verbatim) this is a note is there no places to enter it as an order/ medical restriction in the database( so I was told)

 

 also within that time frame I was issued an EpiPen and diphenhydramine.In order I was told to use the diphenhydramine when I began to have symptoms and to fill out a health service request explaining why I took the dihyde diphenhydramine every time I used/ took it  for the EpiPen

 

 also when that time frame I began to have an outbreak, that begins as little bumps on my skin that burst on their own and spread like a rash that causes my skin to ooze pus, crack and bleed, that sting and scab as a result from being frequently exposed to fish while it is cooking or after has been cooked/ warmed up

 

 I was hospitalized for the outbreak twice as a child and I've been treated for it as an adult in the Wisconsin prison system before I was here in New Lisbon

 

 also within that time frame approximately between November 2023 and April 18th 2024 I spoke with Hsu personnel H La Grande apnp and she told me that she was not going to remove fish from this prison or was strict staff Personnel from bringing fish into the prison and she don't know what could be done to lessen my exposure to the allergens while I am here other than to have me house furthest away from the microwaves and the surgery/ eating areas we discussed me being transferred to a prison that does not serve fish if it was necessary, what if there is one

 

 Lieutenant Forsyth and other security Personnel were attempting to have me housed in the recommended area room so because they acknowledge that my medical health also extends to my personal safety, but other security personnel and staff members felt the need to stress that security is in charge of prisoner's housing not Hsu, so they put forth the argument in it that there is no restrictions stating the ,Inmate has to be housed behind the firewall, so we will house and where we want to house him and if you do not like it we will place him in sake. that is what happened with my first Contact report here. I was told to move to Forfeit my lower bunk for someone who has a lower bunk restriction and replaced in the cell that was closer to the microwaves. I agreed to move it was actually packing my belongings to move, yet when I brought up the fact that I was being placed in the cell that was closer to the microwaves I was taken to seg for disobeying direct orders. the part that was overlooked in all this is I have a lower bug restriction and had it at the time when I was told to move, so I was never supposed to have been directed/ ordered to move.

 

 cooking fish in the prison is prohibited for this inmates which does not include the staff Personnel or the food servery/ Main Kitchen. the staff cooked trout, smoked Sal, s o l e and other things. the institution Cooks haddock and cod. due to the design of the prison whenever anything is cooked it resonates throughout the entire unit into each and every room in a quality so rich is that is is if you can taste it. in every unit it is the same save segregation. 

 

 I am in closing DLC- 0043(5), HSR and memos to show what I am being told and from. I was told to write complaints, but each time I do the institution interfere with the complaint and they are either rejected, returned stating that I did not follow a step, or somehow lost by the Personnel staff here, so nothing is being done to help resolve this ongoing issue in an ignored and passed around because I did something wrong. all the while my health and safety is in grade 70

 

 while speaking to CPS d e r u i n she told me that regardless of which unit here that I am placed and I will always have the same issues because fish is cooked on every unit and it is hard to enforce the no cooking fish in the microwave policy. in that conversation we discussed me being transferred to a different .,Prison which does not serve fish or offer it on its Canteen menu. she said Prairie du Chien is a minimum so I could not go there and when I told her Fox Lake Correctional does not serve fish she said she does not know that but she sure that it does.

 

 in turn when it was time for me to go to PRC it was stated for medical there was no reason to transfer Willis because every Institution in the Wisconsin DLC  surgeon sales fish on their commissary, so he would have the same issues wherever he goes

 

 which in fact is the LIE. Fox Lake Correctional is a medium and it does not serve fish/ cook fish and it is hyper allergenic. if you could call and ask please do

 also the only other person that is designed exactly like this prison is red granite Correctional Institution with the exception that is larger in size. this person is so small that when fishes cooked in the Main Kitchen the aroma is carried outside of every building and lingers like a thick fog for a substantial amount of time

 

 when I got a sec said I wrote the Hsu manager explaining exactly what happened. she replied stating that doctor rebolt was to blame and if and if she had no knowledge of anything. following Dr ribbles scheduled me to see him. even though I have the test results stating  my multiple fish sensitivities and Allergy he said that he's scheduled me to be retested for mackerel and tuna because I should I not be having allergic reactions from them. not taking into account all the other fish that is being cooked here and the intensity of which I'm being exposed to the fish. he I have learned it's no longer here.

 

 when I see the allergist they said they could not tell the Hsu personal to have me transferred to a different person but they could offer me medications to help with having the reactions yes there is a place that  less than the exposure I need to be there as I should not be in In any area where fish is cooked prepared or served

 

 somehow the portion of the test dealing with the tuna was lost and when I seen the new doctor Ramen b e n i t e z about the test he mentioned nothing about the fish allergies. moments before I seen him the nurse told him that the rash has spread to both my legs and I've gotten worse due to my exposure to cook fish, but he tried not to discuss anything dealing with the fish allergy issue. when I explained to him exactly what was going on he said if it is how you say it then you need to be transferred/ placed in a different Institution, but I can't do anything about that. I said yes you can you can recommend me to be transferred due to medical reasons. and they have to acknowledge what you say because it is in regard to my health and safety. he then said I am sorry buddy, please have a nice day suggesting that this conversation was over and I need to leave. so I left.

 

 in the conversation with Dr Raymond b e n i t e c he stated that he does not believe someone can have allergic reactions from only smelling fish when I told him that the physical therapist Googled can someone have an allergic reaction from smelling fish and it explained exactly how to, he Dr RAM and Benedict set Google something very similar with different wording and that is what caused him to say you need to be transferred to a different Institution

 

 since seeing him I was told to write him about the test being that the nurse told him that my rash/ outbreak/ allergic reaction from the constant explosion to fish being cooked is getting worse and he said, no I did nothing but

 

 I have some clothes the paper I sent to Nicole Brown that she marked November 19th 2024 8:33 a.m. that she sent back to me. they do not care about my life. what am I to do? I feel like my life does not matter.
