Request for Inter State Transfer:
From Wisconsin Prison to Denver Prison
To Whom it may concern,
As a mother deeply concerned for the welfare, rehabilitation and future of my son, Terrance Grissom # 193184, I respectfully request consideration to be given to transferring him from his current facility in Boscobel Wisconsin to a facility within or near Denver, Colorado, where the rest of his family has resided for over 40yrs.
Some compelling reasons to support my request for a transfer are: his immediate family resides here, he could receive more frequent visits, family bonding and emotional support. Many studies have proven that incarcerated individuals with strong family connections improved their mental behavior, reduces depression and feelings of isolation and anxiety. Being closer to loved ones can lead them to succeed upon release. I want rehabilitation and a positive environment for my son, where he can make positive chooses and adjustments. Which he has not received during the 30 yrs. he has been within Wisconsin correctional facility and environment. They said there is no improvement. Denver has facilities with specialized educational opportunities, programs with vocational training and counseling that aligns with my son’s needs, his goals for personal growth, which are not accessible in Wisconsin.
My son needs medical and psychological treatments of care, we want to be involved in his process and care plans for recovery to witness the improvement. It is a Legal Right for an Incarcerated persons to maintain family relationships and the system’s goal is to include supporting rehabilitation and reintegration in order to offer him the best possible chance at a positive future.
I respectfully request the transfer of my son to a Denver prison.

RE : Transfer to Colorado for Terrance Grissom

Hello,
I am writing to support the transfer requests made by Terrance Grissom and his mother. I have known Terrance for as long as I have been doing this work ( 20 plus years)and first contacted him after receiving concerned letters from prisoners around him, that he was over medicated and badly needed treatment.
Terrance could not understand the rules and protocols and the system has no way of helping him. For example, when I first knew him it was the “face forward“ policy that always got him more time- He trusted noone and when walking with guards, would look sidewise at any provocation; fighting would ensue and then more charges. Terrance was in a war zone-he was either fighting or being drugged to a stupor.He has been caught in the devastating syndrome we call ”in for multiple misdemeanors and still in 30 years later.”
Terrance has learned a lot over the years and says he is no longer”playing their games.” He is at WSPF which has trained guards more programs and activities for prisoners. But he still trust few and is not getting what he needs. His mother travels from Colorado to see him, usually once a year, and last time , for reasons we did not understand, was not even allowed a visit. Clearly there is a better way.
This man should never have entered the prison system, as his mental health problems were obvious from the beginning. That he is here is not the prison system’s fault, for you have to deal with what you are given. We citizens allowed our public mental health facilities to be shuttered and provided no effective alternatives and now the mentally ill are funneled nationwide into prison warehouses.
But you are responsible for his care and I ask you to allow him to go where he has a better chance to heal. He needs to be around people who love him. The Wisconsin prison system has no tools to deal with Terrance effectively or humanely and Terrance has no tools to understand what he needs to do to make his life in there tolerable. Terrance is also a liability to the system and has a good chance of a better life if he goes to where his family can frequently visit him- Colorado.
As you know, the Colorado system has been completely redone. They have no segregation time longer than 15 days and no staff shortages; the guards have two years of training and know how to deal with people like Terrance. Our group is trying to help start such a transformation here but In the meantime, Terrance needs a second chance. Please help him As his mother states.”30 years is enough time”.

Below are transcribe letters of concern from prisoners around him- they are old but the situation remails the same. Below this I will past documents form my computer- I have been thru many computers and have lost much in transitioning but these give a sence of the trauma of his ordeal.
Terrance has been describe to me as Doctor Jeckle and Mr Hyde" he can be very focused and respectful and switch in a second when threatened. It took a long time for me to gain his trust so that I could see his respectful , alert and on the ball side. Going through my old documents I see we made a concerted attempt to get him to his mother in COLORADO and are in that process now. AS I go through these documents. I will explain the process by which the DOC keep s people like Terrance in prison for so long.

1) Andre Williams: 2/21/12 Terrance Grissom needs your help SOS where can/ should I start he came to prison with only 3 years for the crime of burglary one time offender he then developed a hostile attitude towards the CO/and judges or anyone in authority he got so outrage he wrote and threatened the judge who sentenced him they ignore it however Mr Grissom continue to threat the judge which lead to a new conviction of a MR date of 30 or 34. This man is seriously mently ill and at the time was not in his right frame of mind he is H-2 type mently ill he should’ve been found incompetent and at best need sentenced to metal health Mendota complex or equated Now he is easy outrage over the simplest things he has a mentil copasity of a stubborn child of about age 12 who refuses to listen to anyone who has a better or deffent opion then his and to make things worse Mr Grissom as been taking the drug heildog which is a tranquilizer slowing you down your hart rate and your brain and ultimately to turn you into a zombie to demobilize you to the point you wont be a problem to your self or anyone else because you would not know who you are ( continues two more pages, see photo of document)
2/24/12 my friend Grissom is outta here. I don't know where he is going to nither does he Its considered a security risk he held open his trap door and they tased him for keeping his trap door open which I feel he should never be because of his mentel illness its like punishing him for being mentel ill he was not hurt physical mentel I know it may make him feel a lot of helplessness and humiliation which could lead to dispear or maybe he could result to the act of vindicating himself using the eliment of surprise which could be fatel to the staff he has used this in order for them to have to get the white shirts to either confiscate something he has taken from staff or demanding his trap door stay open security risk according to staff well I'm only deliberating this to you so you can get the full story and therefore explain to those who can help what some of the problems are Please see what you can do…I was thinking what would help the mentally ill is to pretion the legislatures to come up with a bill that would call for the mentally ill housed in Max that are considered H2 type to be placed in medium costudy prison and given options on programming that would stimulate there mind once again the 8 amenment plays a role because when it comes to all men being created equal its not the true some men where born with birth defects which give them a unfare disadvantage on the world of opportunity and if its to overcrowded well make max prisons to facilitate room for the process ..
2)From Lorenzo Balli: Terrance Grissom, yes his case is very sad. I have been knowing him for years. He came to prison with I believe five years and has accumulated probably 20 years more from "fighting" with the guards who beat him during cell extractions to writing threatening letters to the president and judges. He definitely should not be in prison.
I was in Mendota with him in 2005. He was there for complete evaluation for a letter he wrote to a judge or the president. The Mendota Mental Health Complex didn't want him. They have an aversion to accepting prisoners. They don't consider us to be mentally ill and think we should be in prison versus an institution , because we weren't found guilty by mentally disease or defect.
3) from Raynell Morgan: one of the brothers ..was around Grissom he said Terrance is doped up on haldol and completely gone. These people suit up on him once a week (suiting up is when cos put on riot gear an spray a prisoner with pepper spray gas)> I was going to write him for you but was told he's always on observation and is so sedated that he is unable to comprehend what's being said. From what I've been told he-s on 300 mg. We are all lab rats to these people , peg. I refuse to be subject to the chemical laboratory. I'm not on any antipsychotics, even though I may need some. I'm deteriorating Peg. These people are destroying me through oppression and long term isolation.
