Pete seems to be a really sweet guy. He little confidence and has been told he is retarded. He talks fluently, seems beaten down and confused to me. He has a second grade reading and math level and I will be sending him work sheets from off the web so we can work together on that. His present issue is getting low bunk and lower tier. He has what he calls " pull- torn tendon and herniate disk that make stairs and upper bunk very hard. I have pasted below my letter to the powers below his intro.

Hello,
Pete Hiltbrunner has multiple health issues and has asked me to contact you and request that he be given back his bottom bunk and bottom tier designation. I have worked with him on other issues but needed lengthy explanations to understand why he is being forced to climb stairs and negotiate a top bunk. And other than the fact that the whole system is overcrowded and bottom bunks are at a premium, I see no real reason for this denial.
Pete has extreme pain with movement and falls a lot on the stairs, He has a herniated disk( spine) and a torn or pulled tendon in his left foot. Both need treatment. He is also trying to get surgery to remove a layer of fat he has around his stomach. According to Pete, he was in very good shape, walked 320 miles in the rec yard etc. when he was forced to take meds that caused his weight to balloon and now cannot get it off. He does not know the name of the meds or why he was forced to take them. I am hoping you can shine some light on this particular issue that happened in CCI. All these health issues have been plaguing him for years.
I run across denied requests for bottom bunk a lot and most of the denials make no sense IF the WIDOC were actually in the business of helping these prisoner successfully transition to the community outside of prison. If this we so, you would be encouraged to grant requests like these and to advocate for the prisoner by being honest with the public about conditions inside and screaming loudly that you are overcrowded and the population needs to be reduced. There are now three men in cells in at least two medium institutions. What kind of rehabilitation is that? Please attend to Pete Hiltbrunner’s needs. If you cannot, please consider sending him to an institution, like WRC, which can .
