I'm in for my 7th OWI and the judge almost gave me maximum sentence 5 in 5 out- 10 years. I pulled over without any aggravated circumstance however my judge was Jennifer Darrow and she was going for Supreme Court and that's the time when Darrell Brooks ran over people in the parade. so I tried to plea out but still got banked

  I should have got mandatory minimum of three in, three out , to do Erp and then get out in 3 but you put a condition on for four in but my J.O.C. said I'm not eligible for Erp until after 4 years. However in the transcript she said I could get out in 4 years. but the clerk put eligible for Erp after 4:. Now I have a little over two. I think if I write the court I can get out on 4. 9:25-25( I pray)

 I've been in touch with Tony Justich and he agrees that I shouldn't be subject to S,O, rules when I don't register and was never ordered by a judge. I sent him all the information. Anyway the prison system is in violation with a lot of things( major overcrowding) it's hard to get in ERP for a lot of people/. There's tons of other crap going on.

  I always get medical shoes in Dodge but now I don't fit the criteria because I have a bad bunion on my foot. I went all the way to Madison. Now I can start my civil suit against Hsu because the only way is connective  surgery for this. but I don't have the $350,,400 for filing fees. So I'm screwed for now. So I'll work with St Vincent de Paul jail Ministries in Waukesha you can call them my friend Tom Pippins helps me out with property while in here TV radio Etc

 I've been working with the ministry for 30 plus years. way back when a fellow named John Qual was in there. .Now they have another John running it in Tom Pipiens worked as a channel 12 sports newscaster. he is really cool so feel free to work with them. I am writing you on behalf off William Steele. He is incarcerated at Racine Correctional Institution. This is his 7th DUI conviction and he has come to me for help in obtaining , finally, treatment. In each of his last convictions he has been released without addiction treatment, only to go back to the same old behavior when stressed. He knows he needs to develop a new support system and needs help doing that now. I come to you for hep so he is again not again released to the same merry-go-round.

The DOC policy here is hard to understand - William’s sentence was 5 in and 5 out. With his 7th DUI the mandatory “in “ time 3 years. You added a year to that. You have to have over two years left to get on the two year waiting list for addiction treatment. This is his explanation to me: “ the program is 3 months long but the wait list is over 2 years long and I should be starting it now but the judge gave me an extra year but then if I’m not on the waiting list by now I wont get any treatment at all so basically the judge made it so I serve more time and get no treatment at all, once again deny me of my help.” 

WIlliam wants desperately to do the right thing and needs our help- he needs the treatment program while in prison.. Please either order that he be put on the two year waiting list now or take away the extra year you gave him.

It is my experience that most prisoners leave prison untreated and untrained, traumatized   Here is an opportunity to buck that tradition Please help

Carl's case is another showing a rudderless DOC- with staff doing whatever they please. According to his mother, besides the PTSD and the other conditions Carl describes below, he is Bipolar. This is the worst situation for him. 

Here he write about having a rod in his leg which prevents him from kneeling and this was being disregarded by the staff; he delineates suicide attempts and extreme retaliation. Here captain  Tonia  R o z m a r y n o s k i is the prime mover with others following her lead .We hear the names of the same guards in complaint after complaint.  It is an environment where dissent is not tolerated-voices of

staff requesting they moderate to more humane behavior are not heard here. .

Please excuse me as I've been on hunger strikes since 10 16 23 to shed some light. I'm diagnosed with PTSD. Loud noises, Shadows, being touched from behind, too much moving around me, hypervigilance, FlashBacks, Paranoia, nightmares  are some of the symptoms I have. I have some very bad traumatic experiences. Psychological Services is not taking my PTSD serious. They are not trying to help me get PTSD trauma treatment programming for my condition. Security staff are purposely slamming the Trap open or closed, triggering my PTSD which they find funny to scare or startle me. Which on 12/29/21 led me to assaulting a guard named Bradley w e n t z l a f f. He kept antagonizing me, slamming my trap, provoking with harassment. I had asked GBCI Administration to keep me separated from him. Once the assault happened, I should have been transferred for my safety and his. Now I'm receiving harassments, retaliations from it. My food was being played with. They kept me here to inflict psychological torture and distress on me. I've constantly asked to be transferred, security director John kind, PRC. none will help me. I'm in extreme fear for my safety.

   To get into the Here and Now, on 8:30 23 I was vindictively shocked/ tasered while on observation by captain  Tonia  R o z m a r y n o s k i  cuz she wanted to do it. I was brought out of my obs cell and I was allowed to do a modified kneel. This is all on the suit up video footage, I'm escorted to the strip cage and allowed to do the same thing. Then she decided no I want him to kneel. She commanded or suit up to him to make me kneel. Her and her suit up team know I have a nail brace for my injured knee. I even told them to look at my knee. They could see it was swollen. They did not care.

    To give some details:, I have a rod in my right knee and leg. cold weather, rain affects  the rod, causes swelling, pain stiffness. I did not refuse to come out. I had been on observations since August 17th 2023 for cutting my arm and vein with a razor. They wanted me to kneel both knees on the floor to appease Rozmarynoski despite the condition of my right knee was in. .The suit up video footage is the best evidence that I was shock tasered maliciously and sadistically with excessive force vengefully.

.     This comes from two causes.1) I filed a lawsuit on the RSU Sergeant staff she controls and works with 2) she alleged that I Spit on her. Since filing the lawsuit I've gotten a lot more retaliation from the RHI staff Montreal Bridges, Rachel Matuszak, Jay VanLanon, Michael Nevuei, Gregory Friedel and Spencer. Barrett versus Bridges at all 23c138. Rachel is the RHU nurse whom she controls and she tells her what to do even though she don't have any medical training. I was on observation when August 17th to October 10th 2023 some for my safety. I was made to come off observation by threats from Dr Breen from PSU enforcing Rozmarynoski using obs as punishment. She told me I wouldn't be given a security blanket or a smock, only a kilt. They're going to make  sure I stayed cold and my legs hurt. I wouldn't be given any more forms, soap or hygiene and then if I wanted to make my PREA calls I had to get off Obs. She was not approving me anything. I was maliciously shock tasered for approximately 45 seconds by Rozmarykowski on 10 for 23. Again I had been submitting numerous Health Service requests about pain swelling in my knee that I was in excruciating pain. Rozmarynoski was denying the HSU appointments cuz she didn't want conditions of my knee documented. She refused me attorney calls, scheduled c ourt Appearances cause I couldn’t kneel.. she placed me on restrictions so I could not communicate with the court to tell them what she was doing. Taking legal mail, acting as if they gave it to me. On 10-4- 23 she tasered me for about 45 seconds, had my injured knee slammed to the ground and bent forcefully to touch the back of my head to cause even more pain. I have to tell you that I also have a lower back problem. I'm supposed to be scheduled for a shot in the back for pain management. I bring this to your attention cuz when she started shock tasering me she purposely targeted my lower back. After she was done she told Rachel Matushak only to see me for the lower back problems and not for my knee.This is on suit-up video too.I would make them suit up so there would be video footage..Then on  10-6-23 a Nurse Michelle finally got to document the condition of my kne for the doctor. I'm still in pain,  being made to kneel.. Rachel Matushak have refused to schedule my shot in the back for pain. These are the retaliatory harassments I go through. I had to show other officers my knee so they can see how swollen it was. These officers and HSU knew Rozmarynoski. Was targeting me.  They scheduled me to see HSU while she wasn't here.  Rozmarynoski had me kept in a cell isolated so no one could see and report it. I'm currently on hunger strike and have been since 10:16-23. On 10:25-23 I've been designated emergent hunger strike and placed in.a camera cell. This camera cell does not have an emergency call button.. I can't get help if I need it. I will be filing a at least two more lawsuits on GBCI.  I've been trying to have my family hook up with you so you can give them some direction on how to pressure these people from the outside. They are and continue purposely harming Me by making me kneel. Rozmarynoski is telling HSU what to do and she has no medical training and also telling PSU what to do and has no psychological training. I'm not sure how far you're willing to go to help me get some justice. I don't file frivolous Lawsuits. Right now I'm looking at minimum excessive force. I'm however going for eighth amendment cruel and unusual punishment cuz they all knew my serious  Medical condition and disregarded it and I'm on video telling them to look at my knee.     Will here. I wrote once before and I hope I did not offend you by asking for help. My neighbor Titus was helping me with legal matters and knew my situation. Titus said you may be able to help with stamps/ stamped envelopes.

    After doing 6 years I was on my way out the door. However Dodge County placed a  Hold on Me 3 days before I got the chance. On a Wednesday I got my “walking papers” and cried tears of joy. Two days later I was served with my hold.Yes tears of loss for sure.

     I’m a 50-year-old alcoholic/ addict currently sober but have received no help/ Rehabilitation since my arrival in prison early 2018. I'm facing over 150 years for two separate cases from 12424 and 521.24. it is no bullshit that while I'm off my medication I'm unstable. the courts generally seemed to not care as well as the DLC.. punishments on top of punishments…

      Anyway,I could really use any help available. I'm currently in a slump. adversity devours the week and I'm ?? for now..Should you be able to land a hand maybe some way I can return the help somewhere or another maybe artwork something.

     All too often prisoners in state prisons suffer from physical and mental illnesses or are navigating prison life with disabilities. State prisons fall far short of their constitutional duty to meet the essential needs of people in their custody. As a result, people in the state prisons are kept in a constant state of illness and despair. Instead of Rehabilitation, people in prison are ,at the very least, serving in a system for people failed by other parts of the US social safety net. It shows that state prisons are full of neglected people. 

    Bad prison policy is an issue for all of us, not just those who are behind bars. Huge proportions of people in state prisons are impacted by disease, infection, disability and mental illness. Incarcerated people have higher rates of certain chronic conditions and infectious diseases compared to the general US population in many but not all cases. In cases where rates of illnesses are not higher, we must consider the rates of undiagnosed conditions and disease among incarcerated people are likely to be higher due to inadequate screening during prison. In addition, people in prison rely on and are burdened by having to request medical appointments through prison medical Correctional staff and having to pay unaffordable fees, copay, for care while incarcerated.

      Individual’s health issues may begin before being arrested. Incarceration often makes their medical conditions even worse. Then creates new ones. Being locked up in and of itself causes lasting damage to one's health, to loved ones health, including children born to Injustice involved parents. 

       People in prison have a constitutional right to  health care. But that care Is designed to treat acute Healthcare problems rather than to prevent or effectively treat chronic disease. People in state prisons have  much higher rates of illness compared to General Public.  In prisons people 55 and older report being diagnosed with asthma and considering  that asthma can be triggered by mold, dust mites, air pollution and pests- all things found in poorly maintained and harmfully sited prisons, asthma is a serious problem for incarcerated people. 

      From infectious disease, covid-19, hepatitis- C, substance use disorders, diabetes, hypertension, heart disease, pain like arthritis, chronic pain, other rheumatoid diseases, fibromyalgia, lupus and cancer. For some other medical conditions, rates are comparable between incarcerated and  nonincarcerated people. This is not to say these conditions are not problems in prisons. Because people in state prisons face challenges to their physical, mental Health on a daily basis, prisoners need at least the same level of care as they might get on the outside. Which we know is not our reality. 

      Medical problems are always much higher for older people in the state prisons. Those age 55 and older picture what it's like to age in prison with some of these health conditions above. People in prison are far poorer on average than non incarcerated people. Moreover prison Healthcare falls short of the constitutional duty to care for those in state prisons. As a result of such inadequate health care, many people in prison end up worse off upon release or dying prematurely. Cancer is more deadly in prison than. on the outside. People recently released from prison have a higher risk of hospitalization and death from heart disease than the average person.

     In the first two weeks after release from prison, individuals face a risk to death that is more than 12 times higher than for the non incarcerated individual. That is due to little or no medical treatment  Medical and inadequate Health care.by unskilled and untrained medical nurse practitioners, RNs, dentist and nurse assistants. This is not something I'm just writing about. I personally experienced these violations of my constitutional rights, DAI Policies, human rights and also federal and state  laws. For prisoners Healthcare rights in prison, prison reform is needed on every level- federal state and local government. We have  prison policies and some are very strict but in prison those prison policies are violated by the prison’s medical and dental staff.

Hello my name is Joel Ritchie I am a 52 yr. old native American. I've been incarcerated for 27 yrs I am doing a 40 to life sentence. First, I am where I belong. Yet the struggle in here for us and family/friends are real. Two wrongs don't make a right. Us as prisoners are here to be away from the public, for their, our safety. Yet at the expense to our families/friends.. Jobs don't pay us much, we are still human beings. We can get 10 to 100% of our monies taken. And our "people" pay the outrageous Price's for the basic things we can have, for example $229.95 w/out tax for a 13 inch TV.. Yes, even the public pay a lot for item's. When I had a job, I made $8.93 every 2weeks.minus 10% .My point I guess, it's all about money, we do a crime, and get sentenced, yet it also costs us, you money just for use to survive. When I was homeless, a ate better, I had better care...there are no real programs, incentives to better your self, or a way to be reformed. The D.O.C. Sees us as liar's ,and yet a pay check, funded by the public. Look at what is going on at Waupun Correctional. That is the norm in these places, that is our reality.. People die a lot, suicide in here is real, yet not many people know, or even care about it....then the loneliness hits.

I can only speak for myself, however all prisoners deal with loneliness. For me with mental health issues it is hard.to feel unloved, unwanted, uncared for, it brings depression, thoughts of self harm, or lashing out at others. To pray every night to die in my sleep to only wake up the next morning to realize your still in hell. Yes I belong here, yet my victim no longer suffers, yet I do. I use to  to run from the loneliness. I no longer use. I now understand how our elders in nursing homes feel and do die from the loneliness. In here there is no real help for this problem. Human contact, a hug. It's been a long time since I've had a hug. Even on a unit with 100 plus men, I am on a island alone, with no real idea how to save myself........

 Thank you for the stamps. Well right now just pushing  through.Today I did go out for a steroid injection on my neck. I am also supposed to have knee injections and carpal tunnel surgery on left hand soon. Also to see someone about custom insoles. Also  still trying to get a pillow wedge. Have you heard anything about the DOC no longer in charge of Hsu Statewide? still struggling with PSU- we will see if the issues at WCI and gbci help for a better understanding for us all- and enclosed is 5523 update on Special Needs guidelines.  Other than trips and the Hsu stuff, PSU says I also have anxiety and social anxiety. So . most of the time I sit in the cell and make cards  I am getting good at pop ups  I do I need glue  and a pair of scissors. and if you can the 12 pack of pentel Arts watercolor pencils. I am not sure the 24 pack of Crayola, the leads fall out -this last pack -pink yellow blue the legs fell out. These three are about one and a half inches long. The others are 2 and three quarters inches long. And my cards for friends and other guys give me two soups. Making cards helps mentally and with other little things I need. I  want to be honest with you .I really enjoyed making cards for John. He would send them to his aunt and she liked them too. Anyway I don't know if you can.

  A guy who once was on our unit had these Pentel watercolor pencils. They can be used dry or wet, They stayed sharp for a long time and the leads don't fall out. I do try and get used hobby supplies. Guys who have these ones don't come off them. Whatever you can do1313.

  I think with these shots in my neck might help with a pillow wedge.  The doctor did say if time between shots gets shorter, he will recommend surgery in my neck(-- C 5- C-6 and C7) I have been hearing Angel Thomas has rejected/ overrode the doctor's orders and rejected treatment for things. so I don't know

 I had my carpal tunnel surgery and injections in both knees. Got the stitches out of my hands November 5th. still a little tender. Because of the house issues I can't go to wreck or get. So I really rely on my card making. I am a tribal member my tribe is from Michigan and once I turn 60( another 8 years) I'll get a check once a year from them it's called” an Elders check”. The good thing :I am a 10%er  so every two weeks out of the $4 state pay I get $3.60. Most of the  time I've been in I worked. now I can't-. makes for

    my son, at what time was a seal at Oshkosh. he is no longer. it's been a year and he visited me a few months back. two people who was in The Academy class with work here. They seen him, back then he didn't get along. I filed an SPN and talked to the  security director GBCI. He said he wouldn't do anything, So I said, they can Target me now that they know who I am.Kind said I hope not. I said I get it, it's your job to side with staff. So not sure how to move forward- now not even sure my son will visit anymore cuz one works visiting. I get it, I got locked up months before he was born. As much as I want a good relationship I can't force him. I've been waiting 3 years for pictures of his sister that passed away, my daughter Natasha. From time to time I say something, he just says when he gets time he will find them and send them. I'm afraid to voice my sadness in fear he will start avoiding me.

December 5th statement on retaliation to court and lawyer:

   While at Oshkosh Correctional Institution, Bryant Howze and Robert Myers engaged in a physical altercation. As the altercation ensued, I were hit and tackled as if in a football game, by an officer named c/o Moore. This attack occurred without warning which is a standard DOC/DAI policy: that a verbal warning is to be given to stop misconduct( fighting).Instead I was attacked without warning, I had first believed I were being jumped by another inmate until I seen it was an officer. After this assault style tackle take down I lay on the floor flat out stretched as the officer laid his body pressure on top of me even while he knew I were hurt.

.   All of this matter is on CD. I know this because  I wrote an inmate complaint to The Examiner as well as Madison  .Once the institution became aware that I wanted the officer to be disciplined, in a couple of months that it takes for the inmate complaint process to be completed, Oshkosh Correctional Institution filed charges against me in retaliation of me seeking disciplinary action against the misconduct of Co Moore.I know this because the charges were filed two and a half months later! Again after my complaints. In August I were called to M.O.S. to see Lieutenant Norton; upon arrival there were two officers present with my conduct report at which time they told me I were being charged with battery to an inmate and asked for a statement which I refused. 

     Roughly a month later I went to court the first time for preliminary hearing which was continued for 2 weeks because Mr Myers didn't show up the first time. As he came to the second hearing he, Mr Myers stated on record that he didn't want these proceedings taking place and that he had written letters to the court and the DA stating he didn't want charges filed. After that hearing I began to write the institution personnel to find out who and why the charges were filed on me. As I awaited answers around the end of September, I was taken to the SEG unit and placed on temporary  lock up for over 30 days.. I was told  that an SPN keep separate order had been placed on me and that I would be transferred to another institution soon. This is how I know these charges are only in effect as retaliation to protect Co  Moore’s  misconduct.

I am very concerned for the well being of Bryan Howze, a prisoner in your institution. He suffers from Migrains

because of stress and I have been trying to help him through FFUP's DEstress project, sending him hobby

 supplies and wordsearch books which he enjoys.

I believe the charges against Bryant are fabricated in an attempt to protect office Moore and the prison. Instead

of admitting that excessive fore was used and using the incident as a teaching moment, they are going full scale assault on the victim. What I see is this: On June 4th Bryant and Robert Meyer began fighting, I guess Bryant was "winning", when Officer Eddie Moore Jumped Bryant. Bryant says he "threw his whole body toward me from behind like he was playing football. He plowed into me." There was no warning. Bryant was taken to the hole( segregation), was given no nursing care and no x-rays and when he got out, much of  his property was missing.

Bryant explains he is 55 and small and officer Moore is a large man. Bryant sustained injuries and still has trouble-

 lots of pain in his back and he sometimes has trouble breathing . He filed complaints on the incident and all

were dismissed. Officer Moore says he slipped.

 Robert Meyer was not injured and refuses to file charges as he was not hurt. Yet there is a court hearing on September 9th. And I believe this is a waste of your time and taxpayer’s money and a big turn in the wrong direction. This is retaliation against Bryant for filing a complaint against Officer Moore and may force him to take legal action. Honesty and accountability on the part of the prison is needed here instead.FFUP sign off info

11524 update: late last month Bryant was transferred to RCI, he though to separate him from his friend, supposed "victim". that victim told the court he was not pressing changes and was not hurt, it was a some thing that happens all the time. Bryant has another hearing this week.

December summation, docs coming: Bryant's Public Defender did not bring up the issues of retaliation and Bryant got a new sentence to run concurrent to present sentence- We will help him fight this as even tho he will spend no more time in prison ( concurrent sentencing) it still will be a bad mark and will effect future negatively and is blatant retaliation.

Bryant Howze has migraine headaches, finds prison life very stressful.  The Health staff on and off again help him with botox shots etc but he has come to realize that finding ways to reduce his inner stress would be most helpful. unfortunately  now finds himself in a truly scary situation. It goes like this:

1)he got into an argument with another prisoners, there were some blows.

2) One of the officers threw his entire body weight against Bryant in an effort to stop the fight. It toppled Bryant, who is a small man. The  officer was big.

3)Bryant was injured , was put in the "Hole" ( solitary-disciplinary segregation) and not given any health care

4)Bryant filed inmate complaints and exhausted remedies on the incident, citing "use of excessive force". all complaints were dismissed .

5) When Bryan t got out of segregation, he found most of his property was gone. 

6)The prison has filed charges against Bryant for the fight that started this whole thing even though the "victim" was not hurt and is not pressing charges AND has written and affidavit stating as much. The DOC continues to pursue this. Last week there was a court hearing canceled because the victim did not show up. Bryant waited for hours at the court house. 

7) Bryant's stress is through the roof . He knows all this is retaliation for  his filing complaints against the officer.

The bizarre thing is these charges the prison has filed charges against Bryant!  Robert Meyer was not injured and

refuses to file charges. Officer Moore used excessive force, meaning there were lots of alternative actions possible.

It looks very much like this is an attempt to protect Officer Moore. It is in retaliation for Bryant's filing complaints.

 Rather than pursuing this absurd path, I suggest the prison should use this incident to teach staff how to de-escalate

such incidents safely. Bryant needs x-rays on his back and nursing care, his property back.
