 Peggy, I want to start out by telling some things about myself:

1. my full name is Bernard Edward Kretlow

2.  I'm at Oshkosh Correctional Institution

3.  I'm 44 years old, will be 45 on February 24th.

4. I have one brother who is 40 will be 41 on Wednesday August 28th.

5. I have no sisters

6. I'm in prison for a second degree sexual assault of a child. I got 10 years with 9 months hoc time if I mess up on probation. I was given two ATRs  messed. Got revoked cases open due to additional information. I came out charged with first degree sexual assault of a child and got 25 years concurrent to the 10 so I'm doing 45 years my PMR is 5-7-2026 my maximum discharge is 423 37 that is when I'm off paper

7. I grew up in Milwaukee in a home where there was fights, arguments, drinking, abuse of all types and Mom and her several boyfriends.

8. My mom played both the mother and father for me and my brother till we had to Be taken out of the home by child protective services.

10. now as to placements I've been since 1990:2 foster homes= a child /8treatment centers= juvenile/ several adult jails, prisons=adult

11. I've taken many non-essential and essential group programs, classes.

    one group of note- spiritual program which is a wonderful program  It's an incentive based mental health program for inmates with mental health issues to give them tools to help them from continuing to misbehave, get tickets leading to segregation placements, possibly ending up back in maximum Security setting Within the DOC they use phases 345 to earn more freedom as you progress and you get points for participating in groups. 

  SRTU  stands for secure residential treatment unit. Then they have a section here for mental health segregation area called  DU which stands for diversion unit  It's for inmates with mental health issues to make their disciplinary separation time more doable.

SOTis a sexual offender treatment program adaptive which is a sex offender treatment program for inmates who have a learning disability/ mental health issues and is less of a difficulty to get through and better broken down. details Hands-On less work to do more discussion time and visualizations.

 I was given a 30-day restriction by medical not to work and my program sergeant Which is? removed me from my job giving it to someone else which I feel is wrong cuz I did nothing to lose my position so I should have not had the job taken. They could have had someone fill in for me while I was on medical restriction then I'd still have my job and wouldn't have to worry about getting a new different one.

 Complaint: on 8924 at 10:25pm- I went to the office desk to let officer Cook  know that I feel hot sweaty clammy as my pressure is high and he told me to write a slip so I can be seen on sick call tomorrow. I did and I gave it to him via protocol. I should have been evaluated tonight feeling this, cuz tomorrow I’ll feel better blood pressure will be normal and I won't feel sweaty clammy anymore so I won't be seen This is unprofessional.

1. I am at risk of falling out of bed as a result of tossing and turning at night while asleep which occurs nightly

2. I'm at risk of falling as a result of my lower back locking up on me which happened on 418/24 or41924.

3.I am at risk of falling out of bed as a result of my nightmares which I have.

4 I am at risk of injury to my left ankle having to go on the top on cuz it's injured already. 

5.Nowhere to put sleep apnea machine or cause if I put it on the TV stand at foot of bed it's at risk of falling cuz I toss and turn and it can't sit on the floor cuz the hose won't reach to the top bunk ,not long enough would need two hoses.

Hello,

I am concerned for the well being of Bernard Kretlow, He has been recently denied the low bunk designation because he has not had seizures in a few months. I ask that you applaud yourselves and him for this improvement in his health and keep the low bunk restriction . Bernard is afraid of falling from the top bunk. Such a fall would have serious consequences. He has fallen from the low bunk and this fear of falling increases his risk for seizures and falling.

 

The DAI 500.30.07 Special Needs rule on Lower bunk restriction states:

“A person should be restricted from the upper bunk if they have a medical condition that represents a higher than average likely hood of severe injury if that person fell from the upper bunk or if there is an uncontrolled medical condition that places them at increased risk of a sudden unpredictable loss of mobility, balance or cognition.”

 

Bernard Kretlow certainly qualifies here- Please do not jeopardize your success with helping him control his seizures- Allow Bernard Kretlow to  keep his low bunk restriction.

 I hope this letter finds you well. I received your letters last week. thank you for the information you sent related to the lockdown at the Waupun Correctional Institution. I was confined there from 2008 to 2024. I am currently housed at the Columbia Correctional Institution. I am currently pursuing a federal civil complaint related to the lockdown and conditions at WCI. so any assistance you provide is greatly appreciated.

    for years I've struggled with mental health and mood disorders in the Department of Corrections classifies me as a MH 2a, an individual's with serious mental health problems. the lockdown was especially difficult for me, during that time I and many many others had attempted suicide.* wording graphic photos included* I was sent by ambulance to the  Waupun memorial  hospital where I received 195 sutures. many inmates did the same thing  during this time. I remember following a trail of blood droplets to and from the cell Hall. the warden Randall hepp was aware of these incidents of self-harm but did nothing.

     I have exhausted administrative remedies related to health care in the Department of Corrections. I would be interested in pursuing litigation related to Medical and mental health treatment or lack thereof,

       I and many others struggle with the Department's protocols as it relates to inmate moneys. it is my understanding that to challenge these policies you must first file a complaint in State Court as it is a state policy( by State Legislature) if that fails you could challenge the policy in federal court. I believe it falls under the constitutional protections against excessive bail and fines. I had submitted a complaint related to the issue and it is currently in Madison so I will keep you updated,

        the food issue is one that many find lacking, I agree the quality and quantity is lacking, it is specially difficult for me as I have a medical soft diet. only many times I am offered a substitution for various food items. again I've written many complaints and have exhausted administrative remedies

         I am sending information related to the Department of Corrections program prepared up by the Wisconsin legislation tip the fiscal Bureau that I stumbled upon one day at the library. I will send it in another envelope. I've written to the Wisconsin legislative fiscal Bureau for current report via an open records request. I do not hold much hope of that occurring but at least I try. because of the cost for copies and packages I am only sending a few pages. He has severe reactions even when around fish. the one clue is that he is fine in NLCI seg, where there is plenty of ventilation- other places in the institution are closed. Requests to be moved etc are not honored. Everyone cooks fish in microwave. He request and denies full medical workup.

Dear Peg,

I apologize for not writing sooner. honestly I was waiting to be called to Hsu to sign/ file a HIPAA form to allow you to access my medical records because you said you emailed the Hsu director Nicole Brown and I believe that had to be some time ago. yet I was never called to file/ sign said forms nor was I sent any notification Hsu or the Records Office as they normally would to explain to me the process to allow you access. so I wrote to them asking to sign/ file a HIPAA form to allow you to access my medical records and have not had a response

  in this letter I will try to explain exactly what has happened and it still happening

 sometime between approximately November 20 23rd and April 18th 2024 I was given a blood test that revealed that I am allergic to multiple Seafoods, shellfish, and fish, proving multiple fish sensitivities. some very severe and others having abnormal reactions.

 once this was acknowledged Hsu Personnel h l e g r a n d apnp with security Personnel Sergeant Glenn believed it would be best for me to be housed in either of the last four cells for this away from the microwaves on the opposite side of the surgery and it was entered into the wiic? s per medical with with inmate should not be housed or around any area where fish is cooked, prepared or served due to a severe fish calories allergies.( not verbatim) this is a note is there no places to enter it as an order/ medical restriction in the database( so I was told)

  also within that time frame I was issued an EpiPen and diphenhydramine.In order I was told to use the diphenhydramine when I began to have symptoms and to fill out a health service request explaining why I took the dihyde diphenhydramine every time I used/ took it  for the EpiPen 

 also when that time frame I began to have an outbreak, that begins as little bumps on my skin that burst on their own and spread like a rash that causes my skin to ooze pus, crack and bleed, that sting and scab as a result from being frequently exposed to fish while it is cooking or after has been cooked/ warmed up

 

 I was hospitalized for the outbreak twice as a child and I've been treated for it as an adult in the Wisconsin prison system before I was here in New Lisbon

 

 also within that time frame approximately between November 2023 and April 18th 2024 I spoke with Hsu personnel H La Grande apnp and she told me that she was not going to remove fish from this prison or was strict staff Personnel from bringing fish into the prison and she don't know what could be done to lessen my exposure to the allergens while I am here other than to have me house furthest away from the microwaves and the surgery/ eating areas we discussed me being transferred to a prison that does not serve fish if it was necessary, what if there is one

 

 Lieutenant Forsyth and other security Personnel were attempting to have me housed in the recommended area room so because they acknowledge that my medical health also extends to my personal safety, but other security personnel and staff members felt the need to stress that security is in charge of prisoner's housing not Hsu, so they put forth the argument in it that there is no restrictions stating the ,Inmate has to be housed behind the firewall, so we will house and where we want to house him and if you do not like it we will place him in sake. that is what happened with my first Contact report here. I was told to move to Forfeit my lower bunk for someone who has a lower bunk restriction and replaced in the cell that was closer to the microwaves. I agreed to move it was actually packing my belongings to move, yet when I brought up the fact that I was being placed in the cell that was closer to the microwaves I was taken to seg for disobeying direct orders. the part that was overlooked in all this is I have a lower bug restriction and had it at the time when I was told to move, so I was never supposed to have been directed/ ordered to move.

 

 cooking fish in the prison is prohibited for this inmates which does not include the staff Personnel or the food servery/ Main Kitchen. the staff cooked trout, smoked Sal, s o l e and other things. the institution Cooks haddock and cod. due to the design of the prison whenever anything is cooked it resonates throughout the entire unit into each and every room in a quality so rich is that is is if you can taste it. in every unit it is the same save segregation. 

 

 I am in closing DLC- 0043(5), HSR and memos to show what I am being told and from. I was told to write complaints, but each time I do the institution interfere with the complaint and they are either rejected, returned stating that I did not follow a step, or somehow lost by the Personnel staff here, so nothing is being done to help resolve this ongoing issue in an ignored and passed around because I did something wrong. all the while my health and safety is in grade 70

 

 while speaking to CPS d e r u i n she told me that regardless of which unit here that I am placed and I will always have the same issues because fish is cooked on every unit and it is hard to enforce the no cooking fish in the microwave policy. in that conversation we discussed me being transferred to a different .,Prison which does not serve fish or offer it on its Canteen menu. she said Prairie du Chien is a minimum so I could not go there and when I told her Fox Lake Correctional does not serve fish she said she does not know that but she sure that it does.

 

 in turn when it was time for me to go to PRC it was stated for medical there was no reason to transfer Willis because every Institution in the Wisconsin DLC  surgeon sales fish on their commissary, so he would have the same issues wherever he goes

 

 which in fact is the LIE. Fox Lake Correctional is a medium and it does not serve fish/ cook fish and it is hyper allergenic. if you could call and ask please do

 also the only other person that is designed exactly like this prison is red granite Correctional Institution with the exception that is larger in size. this person is so small that when fishes cooked in the Main Kitchen the aroma is carried outside of every building and lingers like a thick fog for a substantial amount of time

 

 when I got a sec said I wrote the Hsu manager explaining exactly what happened. she replied stating that doctor rebolt was to blame and if and if she had no knowledge of anything. following Dr ribbles scheduled me to see him. even though I have the test results stating  my multiple fish sensitivities and Allergy he said that he's scheduled me to be retested for mackerel and tuna because I should I not be having allergic reactions from them. not taking into account all the other fish that is being cooked here and the intensity of which I'm being exposed to the fish. he I have learned it's no longer here.

 

 when I see the allergist they said they could not tell the Hsu personal to have me transferred to a different person but they could offer me medications to help with having the reactions yes there is a place that  less than the exposure I need to be there as I should not be in In any area where fish is cooked prepared or served

 

 somehow the portion of the test dealing with the tuna was lost and when I seen the new doctor Ramen b e n i t e z about the test he mentioned nothing about the fish allergies. moments before I seen him the nurse told him that the rash has spread to both my legs and I've gotten worse due to my exposure to cook fish, but he tried not to discuss anything dealing with the fish allergy issue. when I explained to him exactly what was going on he said if it is how you say it then you need to be transferred/ placed in a different Institution, but I can't do anything about that. I said yes you can you can recommend me to be transferred due to medical reasons. and they have to acknowledge what you say because it is in regard to my health and safety. he then said I am sorry buddy, please have a nice day suggesting that this conversation was over and I need to leave. so I left.

 

 in the conversation with Dr Raymond b e n i t e c he stated that he does not believe someone can have allergic reactions from only smelling fish when I told him that the physical therapist Googled can someone have an allergic reaction from smelling fish and it explained exactly how to, he Dr RAM and Benedict set Google something very similar with different wording and that is what caused him to say you need to be transferred to a different Institution

 

 since seeing him I was told to write him about the test being that the nurse told him that my rash/ outbreak/ allergic reaction from the constant explosion to fish being cooked is getting worse and he said, no I did nothing but

 

 I have some clothes the paper I sent to Nicole Brown that she marked November 19th 2024 8:33 a.m. that she sent back to me. they do not care about my life. what am I to do? I feel like my life does not matter.

  Our incarcerated inmate population must use only DOC contracted/ approved vendors to purchase canteen, hobby, property, etc. items!  Inmate population cannot use an outside vendor! In theory we can only use an outside vendor if we cannot find something better from our DOC's vendors  but in practice such a purchase is never approved.

   The Contracting system for all DLC inmates is extremely corrupt and predatory towards all inmates and anyone else who tries to help our inmate population.

    The Wisconsin DOC Administration uses NASPD( the National Association of State procurement officials) to select and contact all of its vendors. DOC does this in secret and behind Closed doors. 

    We need this practice to be brought into the light and under public scrutiny. This process should be monitored by the Wisconsin Attorney General's office.  The contacts should be open to our inmate population also. We are intended customers and we should have a say in what we are being sold and for how much. Also,every inmate should have the opportunity to submit questions concerns and so on to any potential vendor.

    The DOC Administration and its co-conspirator NASPO are fully legally and financially liable for the actions of all contracted vendors that are allowed to operate within the DOC system. The DOC allows these contracted vendors to behave in criminally- predatory in egregiously contemptible ways. They continue to increase the prices of all goods and merchandise and so on that is sold to our inmate population and everyone else who wants to help the inmate population by sending items from the DOC vendors.

     This is outrageously criminal extortion and fraud etc.It also is ethically and morally repugnant to say the least.

    The DOC should have to allow loved ones, family, friends and so on and others who wish to send us items from the doc approved vendor to pay the price every other citizen pays.

This outrageous fraud by the doc has cost ordinary innocent taxpayer citizens of Wisconsin millions of. Dollars.

     By charging our inmate population so much for everything we need, DOC and its corrupt predatory vendors ensure that our inmate population has to ask someone outside  the DOC system to buy items we can't afford ourselves. The Wisconsin Administration knows fully well that our intimate population can't afford most items in our vendor catalogs..This is deliberate extortion and fraud by the doc and its vendors.

     This causes significant hardship on our inmate population and others who try to help us survive this increasingly predatory and abusive incarceration.

    Someone needs to stop this.

     The Keefe commissary Network(KCN) is the devil! it is evil in all its forms, such as its subsidiaries Access Corrections, IC Solutions,etc.

      KCN and its subsidiaries have engaged in campaign/ criminal Enterprises and etc to criminally, predatorily prey etc upon the inmate population of Wisconsin Department of Corrections, city and county jails etc.

.     KCN has done this in 39 other states etc with the full complicity/ authority of the correction system in 40 + States, cities, counties, and other localities throughout the US. These states,, cities, counties and other localities have given KCN their complete permission to act, and behave as they wish with complete autonomy and impunity.

       As long as each state, city, County locality, gets its commissions and sales taxes and etc,they don't care what happens to the inmate population, our loved ones, friends , etc or any person who wants to help our inmate population Survive the increasingly difficult incarceration Within the correction system Nationwide.

       KCN and other similar- criminally predatory companies such as Union Supply  Group,  have preyed upon our inmate population and others who are trying to help us for Decades. (30plus years). They have violated our constitutional rights,,Our civil rights and our human rights. They've knowingly and purposefully extorted and defrauded our inmate population, costing us billions of dollars and  and have caused our population to suffer in pain and misery for decades. 

      While  we have suffered these decades, we have asked for help from the DOC, the state government, the state court system, the State Legislative  officials, the State Attorney General office etc, We have been dismissed, ignored, threatened, and punitively- harassed, antagonized intimidated and bullied to dissuade and deter us from challenging the DOC/ States failure protect us from any abuse or being taken advantage of by anyone, including the DOC and its employees, the state and its employees.etc.

    When the Wisconsin -DOC Administration and the state of Wisconsin  decided to switch to a different tablet, they knew and were fully aware that our population would be losing all access and use of our ATG tablets and our media content. They knew that we would  lose our significant investment in the tablet and media content that we owned. KCN had no intention of refunding our inmate population for the cost of the tablet or the media content that we owned 

     Yet the DOC Administration kept lying to our inmate population, telling us that they were still working on the issue. They also allowed ATG(access-keefe) to keep selling the inmate population tablets and more media content  even though they had no intention of refunding or reimbursing our inmate population for either the cost of our tablets or the media content that we purchased. They continue to do so to this date. This is egregious: fraud and extortion.

    We  cannot use other vendors, we are forced to use these criminally predatory vendors no matter how they. treat us. Even though there is plenty of proof showing that Keiffe, KCN and Union Supply are abusing the inmate population throughout the US, the Wisconsin DOC Administration still chose to award KCN yet another contract.

        My case involves the prison violating my 6 th amendment right to an Attorney.  Greenbay kept me from my attorney for 408 days while I was fighting criminal charges. They denied me all telephone use to communicate with him. All my mail was intercepted and turned over to the District Attorney, and they even told my Attorney that they would not allow him to speak to me.           

        And he will testify to such!! Greenbay Correctional and the Milwaukee county jail, denied me all telephone use from Feb 2020 through July 2023. Absolutely no outside communication what so ever, no support network, no psychological resources, no trends and family. I was denied any ability to get my affairs in order upon my arrest nor make arrangements to hire counsel, contact the media or newspaper . Denied any ability to gather evidence, contact witnesses, make open records requests etc, etc, etc. And that directly denied me my 1st amendment rights of Freedom of Speech, Free Assemble and the right to protest the charges against me in any way shape or form. 

      My lawsuit has already passed the Screening stage and currently on Discovery (interrogatories, requests for documents and admissions etc). There are many and I have case law supporting how prisons and jails CANNOT deny inmate these rights because they are FUNDAMENTAL. Meaning, that the accused must be afforded them no matter the circumstances..

      I'm looking for someone on the streets that is already in the field of law, that will do the leg-work that I can't do because I'm incarcerated but a paralegal will do if need be . The 7th Cir. Court of appeals ruled that an inmate whom is denied counsel for 4 days, is entitled to damages. My case lasted 408 days, meaning I have a winner  but the person helping me must be thorough and aggressive, someone whom will put their heart into it.
