Retaliation: December 5th statement on retaliation to court and lawyer:

   While at Oshkosh Correctional Institution, Bryant Howze and Robert Myers engaged in a physical altercation. As the altercation ensued, I were hit and tackled as if in a football game, by an officer named c/o Moore. This attack occurred without warning which is a standard DOC/DAI policy: that a verbal warning is to be given to stop misconduct( fighting).Instead I was attacked without warning, I had first believed I were being jumped by another inmate until I seen it was an officer. After this assault style tackle take down I lay on the floor flat out stretched as the officer laid his body pressure on top of me even while he knew I were hurt.

.   All of this matter is on CD. I know this because  I wrote an inmate complaint to The Examiner as well as Madison  .Once the institution became aware that I wanted the officer to be disciplined, in a couple of months that it takes for the inmate complaint process to be completed, Oshkosh Correctional Institution filed charges against me in retaliation of me seeking disciplinary action against the misconduct of Co Moore.I know this because the charges were filed two and a half months later! Again after my complaints. In August I were called to M.O.S. to see Lieutenant Norton; upon arrival there were two officers present with my conduct report at which time they told me I were being charged with battery to an inmate and asked for a statement which I refused. 

     Roughly a month later I went to court the first time for preliminary hearing which was continued for 2 weeks because Mr Myers didn't show up the first time. As he came to the second hearing he, Mr Myers stated on record that he didn't want these proceedings taking place and that he had written letters to the court and the DA stating he didn't want charges filed. After that hearing I began to write the institution personnel to find out who and why the charges were filed on me. As I awaited answers around the end of September, I was taken to the SEG unit and placed on temporary  lock up for over 30 days.. I was told  that an SPN keep separate order had been placed on me and that I would be transferred to another institution soon. This is how I know these charges are only in effect as retaliation to protect Co  Moore’s  misconduct.

I am very concerned for the well being of Bryan Howze, a prisoner in your institution. He suffers from Migrains

because of stress and I have been trying to help him through FFUP's DEstress project, sending him hobby

I believe the charges against Bryant are fabricated in an attempt to protect office Moore and the prison. Instead

of admitting that excessive fore was used and using the incident as a teaching moment, they are going full scale assault on the victim. What I see is this: On June 4th Bryant and Robert Meyer began fighting, I guess Bryant was "winning", when Officer Eddie Moore Jumped Bryant. Bryant says he "threw his whole body toward me from behind like he was playing football. He plowed into me." There was no warning. Bryant was taken to the hole( segregation), was given no nursing care and no x-rays and when he got out, much of  his property was missing.

Bryant explains he is 55 and small and officer Moore is a large man. Bryant sustained injuries and still has trouble-

 lots of pain in his back and he sometimes has trouble breathing . He filed complaints on the incident and all

were dismissed. Officer Moore says he slipped.

 Robert Meyer was not injured and refuses to file charges as he was not hurt. Yet there is a court hearing on September 9th. And I believe this is a waste of your time and taxpayer’s money and a big turn in the wrong direction. This is retaliation against Bryant for filing a complaint against Officer Moore and may force him to take legal action. Honesty and accountability on the part of the prison is needed here instead.FFUP sign off info

11524 update: late last month Bryant was transferred to RCI, he though to separate him from his friend, supposed "victim". that victim told the court he was not pressing changes and was not hurt, it was a some thing that happens all the time. Bryant has another hearing this week.

December summation, docs coming: Bryant's Public Defender did not bring up the issues of retaliation and Bryant got a new sentence to run concurrent to present sentence- We will help him fight this as even tho he will spend no more time in prison ( concurrent sentencing) it still will be a bad mark and will effect future negatively and is blatant retaliation.

Bryant Howze has migraine headaches, finds prison life very stressful.  The Health staff on and off again help him with botox shots etc but he has come to realize that finding ways to reduce his inner stress would be most helpful. unfortunately  now finds himself in a truly scary situation. It goes like this:

1)he got into an argument with another prisoners, there were some blows.

2) One of the officers threw his entire body weight against Bryant in an effort to stop the fight. It toppled Bryant, who is a small man. The  officer was big.

3)Bryant was injured , was put in the "Hole" ( solitary-disciplinary segregation) and not given any health care

4)Bryant filed inmate complaints and exhausted remedies on the incident, citing "use of excessive force". all complaints were dismissed .

5) When Bryan t got out of segregation, he found most of his property was gone. 

6)The prison has filed charges against Bryant for the fight that started this whole thing even though the "victim" was not hurt and is not pressing charges AND has written and affidavit stating as much. The DOC continues to pursue this. Last week there was a court hearing canceled because the victim did not show up. Bryant waited for hours at the court house. 

7) Bryant's stress is through the roof . He knows all this is retaliation for  his filing complaints against the officer.

The bizarre thing is these charges the prison has filed charges against Bryant!  Robert Meyer was not injured and

refuses to file charges. Officer Moore used excessive force, meaning there were lots of alternative actions possible.

It looks very much like this is an attempt to protect Officer Moore. It is in retaliation for Bryant's filing complaints.

 Rather than pursuing this absurd path, I suggest the prison should use this incident to teach staff how to de-escalate

such incidents safely. Bryant needs x-rays on his back and nursing care, his property back.

Dear Ms Roberts,
it has come to my attention that you may be interested in information regarding the poor state
of Medical Care in the DOC- the dangerous care. Of course for the most, part I can only speak
for myself( though I am aware of many others relating to other prisoners). these following should
suffice as an initial demonstration of the problem.
The medical system in the DOC is a hot mess-.One of the underlying and primary problems is
the doctors. I realize that it is difficult to get competent doctors to work in the DLC. When the
doctors that do work in the DOC screw up- often badly- the DOC does not get rid of them( does
not even discipline or hold them responsible), but instead ”recycles” them(. I. e, just transfers
them around to various facilities over and over again.)
1. Prior to January 9, 2018, I had serious issues with severe edema and infections in
my leg and feet. I complained often but nothing effective was done. As a result I had to
be taken to Waupun Memorial Hospital. It was discovered that I was seriously
dehydrated, had sepsis and incurable bone infection. I had to have my left foot
amputated. If I had competent Medical Care this could have been prevented. I am a type
1 diabetic.
2. That same year while at WSPF( Boscobel) I developed a small sore on my second right
toe. I asked for help but didn't get it when it became Infected. The toe became so
infected that it had to be amputated. Post- op instructions were to monitor, clean and
bandage daily. It was not done, even after I wrote HMS(RN) Waterman. She ignored me.
As a result, I developed gangrene and on or about August 16th, 2018, my left foot had to
be amputated as well. As to the above paragraphs,1and 2, could have been easily
avoided with competent Medical care,( please note that prisoner Johnny Lacey# 71373
had the same happen to him around the same time and had his leg amputated below the
knee. He and I were on the same lawsuit and many thousands of dollars had to be paid
to us. That, too, could have been avoided.)

3. Since at least 2016 I have had severe edema in both lower legs which caused them to
swell so badly that s e r e s fluid would leak copiously and nests of blisters would
develop, burst, become sores and become infected. I have photos- and were very
painful. Between 2016 and March 15th 2021,I agreed to and tried every bandaging
system, treatment suggested by theDOC healthcare without success of improvement.
My legs were also very painful and became even worse in that the skin became even
worse in that it became hypersensitive making it it difficult and even impossible to wear
or apply the bandaging.After multiple requests for pain medication that were denied, finally on March 15th 2021,chronic opioid use was approved. See Dr LaVoie’s progress note for March 15th 2021.
Dr Ribault was never part of this meeting or discussion. The final approval for the pain
medication was in March 17th 2021, and shortly thereafter the Unna Boots, C o b a n
Wrap and T u b i grips could be placed on my legs again with reduced pain, just enough
not to make it extremely painful. Within approximately 2 months the sores on my legs
mostly healed.From that time on till December 14th 2021, Dr Ribault, ( another “recycled” doctor) had
been trying to come up with excuses to have my Vicadent (opiod) Taken. He kept trying
to say that I wasn't keeping my legs raised even though I was. He kept pushing this
fabrication even though there was no evidence via logs, staff observation,etc, supporting
his fabrication. In addition, from the start of taking the opioid, and as dictated by nurses
for,months, including HMS Adams, I healed well and a few issues with my legs as I had
previously.
On December 14th, 2021, Dr Ribald, without discussing anything with me, sent an email
to Dr Lavoie stating- and lying- that the opioid had been ineffective. even the HSU
manager wrote that it had been very effective. However, without the medication my legs
deteriorated and I had to spend several days in the UW- Hospital and subjected to
painful treatments. The DOC did nothing to Dr Ribault other than protect him- and
continue to pass him around to other facilities (“recycling”him) .

4).Approximately 2 1/2 years ago Dr Sukowaty came to CCI and when she did she dis
continued restrictions, medical items(e.g., medical mattresses, shoes, wedges etc.)
canceled off -site appointments,etc. Dr sukawadi discontinued my diabetic snack bag(
evening) saying it was medically unnecessary- though I'd had it for 30 years. But more
serious is the fact that she immediately, on her own, changed my diagnosis as a type 1
diabetic- which I had for 30 years to a type 2 and from that point was telling everyone,
including healthcare providers. I had countless insulin reactions, yet did not have a
diabetic snack bag. She did this to many prisoners.

5. Prior to March 5th, 2024, I had written to Dr Sukawadi about various sores and
infections etc. She would cancel an appointment she had scheduled or simply disregardmy issues, for the most part. Just prior to March 5th 2024 they got worse, yet Dr
Sukawaty essentially ignored me.On or about February 5th 2024, I developed covid-19 was and was given paxlovid. I was placed on 10- days quarantine nor am I allergic to that medication. On February
27th 2024 I was awakening in the a.m. to discover my face to be hugely swollen, my
eyes sealed nearly and seris fluid covering my entire face,glazing it as if it were a
glazed. It was clear and obvious that I had an infection. it was so serious that on
February 28th 2024 during my regular leg bandaging I asked HSM Alana Acker to have
me taken to the hospital to be treated. HMS Acura refused, actually stating that my
condition was” not serious enough” when it clearly was.My face became even worse. On March 1st 2024, again during routine like, the nurse(RN Anderson, I believe her name was) called Dr Sukawadi to come in and examine my face, believing it necessary to go to the hospital. Dr sukowaty came into the room for less than 30 seconds ordered some useless OTC cream as if the issue was, as she
described it, a “minor Dermatological” issue when it clearly was. I have colored
photographs(s). I asked her to have me sent to the hospital for treatment. she, also
staying at my condition was” not serious enough” when even a lay person could see it
was very. I also did not feel well. On March 3,2024, I wrote a two- page Health Service
request(HSR) to H SM Acker, again explain the situation and asking to be sent to the
hospital. On March 4, 2024, she responded by stating that “Dr Sukowaty was on site and
did not feel outside care was necessary” and refused to send me out.
On March 5th, 202, while, Jared M a r k o w s k i was doing the 6:10 a.m. round, found
me on the floor of my cell. They did not call an ambulance and even had me sit at the
HSU for approximately an hour before they had guards driving to the hospital in a prison
van.
At the hospital, Divine Savior in Portage, they found that I was so sick with sepsis, renal
failure, facial and orbital cellulitis, and right otitis externa, they determined I was too sick
to be treated there and had to be transferred to the UW in Madison. When I got there I
had a temperature 104 and a blood pressure. After testiing it was found I had serious
sepsis, right leg cellulitis, facial cellulitis, orbital cellulitis, oral thrush, c d i f f, with
serious diarrhea , Renal( kidney), otitis externa and s a c r a l wounds. I was put in the
ICU and placed on powerful broad Spectrum IV antibiotics. Nothing was done about her
for this either, but protected by the DOC.

I would hope that something, some accountability, some, but- or don't see it happening
given my Decades of experience with the DOC and its employees.

INTRODUCTION

      My name is William ("Bill")  Ledford #80495.   I'm  currently confined at the

Columbia Correctional  Institution, P.O. Box 189,  Phoenix, MD  21131 [3rd party

mailing requirement]  should you wish to reach  me.  I have been incarcerated for

about 44-years now.  I write now  and later to educate on  and provide  insight for

those in and out of  prison.

 

                             Is Anyone Really Watching

      In all of the  time that  I have been incarcerated I have always  wanted to

know  if anyone has really been watching - even really cared  - about what  goes

on in our prisons given  that the very same tragedies  and brutalities  continue

to no accountability.

      Should there be any doubt of the apparent  indifference one just has  to look

at the recent eleven (11)  deaths of prisoners at  Waupun Correctional  Institution (WCI) due to staff abuse and negligence.   For  likely the first time in its  history,since approximately  1851, the Warden and  guards were arrested and  charged with serious felonies.  However,  that does not mean  those Department of  Corrections

(DOC) will actually  be held accountable.  What  will likely happen is that there

will be delays and the  charges will be  reduced down to nothing and the  matter

forgotten with maybe an  administrative  band-aid to make  it look like something

done.

      Or the woman employee  at the Columbia  Correctional Institution  (CCI) who

last year was the  Food Service Administrator (FSA) (head of the food  services

at the facility).  What happened?   She was caught embezzling money from  the state

by padding her time sheet: theft.   She was then  walked out of the facility.   Was

she arrested?  No.   Instead the DOC/CCI administrators  worked to  protect by apply-

ing internal discipline -  but it wasn't discipline.   instead, she was given  a

90-day suspension and  allowed to return as the  assistant FSA.   If it were  you

or  I ,we would have been immediately  arrested  and prosecuted, but not a DOC employee.

         Or  the Health Services Manager  (HSM) at the Wisconsin  Secure Program Facility    (WSFF -  formally the Boscobel  SuperMax) who in  2018 was responsible  for the      negligent  amputation of my right  foot for gangrene (I'm a  Type I diabetic)  and   non-treatment  of it; and for the  same for another prisoner  there (both of us on   the same  case winning  several thousands of dollars), but  whom had his right    leg amputated  up to the knee.   What happens?  She gets run out of there,  but was    later allowed  to return as a  nurse.  There is just  no actual  accountability    for these  people.  The DOC recycles  them like aluminum cans  thinking nobody is    going to  notice while they continue  their destruction.   But that is because nobody .  Is  watching or really appears to care.   These are just a  drip in the bucket to  the say  the least.

          I know that many  have the mentality that I nor any other  prisoner has a

   right to  complain since we committed  crimes, some very bad, and so  don't deserve     to be given  any compassion or concern.   That is simply untrue: no mater    what    was done  in the past does not justify brutality and indifference and cruelty in    the future.

         For  those with that  mentality should keep in mind that it is  axiomatic that

   when  you treat men or women like  animals then don't be  surprised when they act    like 'animals - because that is  how that cycle often begins: at home or their  communities.

Hello,

     I am deeply concerned about Bill Ledford. He is not feeling at all well and is nauseated all the time , particularly when he eats. I talked to HSU Nurse Brittany and she said Bill was on Hunger strike- I emailed him after my talk with Brittany and he responded  He is not on hunger strike. He said he had eaten twice that day and regretted it as he felt much worse. He does not trust the nurses and has all kinds of legal efforts won and in process against the health establishment, so there is animosity on both sides. He is refusing to be touched by the nursing staff. He is finished with them as he considers them incompetent and hostile.

 

Bill has lost his feet and health because of the poor care he has received throughout his incarceration. I have run across crises with other type one diabetics in the system. For one, the prison fills its caloric requirement with cheap non nutritive, calorie rich Carbohydrates, which are the exact thing type one diabetics have the most trouble with. For another, there does not seem to be much understanding of the special needs of  the insulin dependent diabetics or caring to take the time to get treatment, meds or food right. Bill has seen the worst of this and fears he is dying. We cannot let that happen, especially because of lack of care.

 

Please speak to Bill and then consider asking his provider to order an outside visit to the UW hospital system. Bill needs a change. I have known him for many years. He never lies, helps everyone he can and has a wide view,making him a good counselor. We need him.

      HI my name is John Wayne Taylor. I've been locked up 10 years now. It's been hard to be away from loved ones. My life has been nothing but prison. William Weso , Native American and old law, needs addiction treatment and in viscious catch 22 about it

 William Weso has been in prison for 24 years as an old law prisoner. Under the law then , he was and is eligible for parole after 25 % of his sentence but is still in, still needing treatment for his alcohol problem. The irony is that the prison is holding him when what he needs is provided by his tribe and fully supporting family. He is a member of the Forest County Potawatomi tribe which has the resources and will to help him become the person he so badly wants to be. 

Read below, through fudging and contradictory rules , the WIDOC is warehousing hundreds of old law prisoners who should be out. This is one of the groups that keep our prisons stuffed, traumatizing for inmates , their families and friends and a huge money boondoggle for taxpayers.

   Hello in greetings. I hope that this letter finds you and yours with both health and peace. This is my only second time writing you over the years. My name is William E Weso 334291. I'm housed at the Waupun Correctional Institution. All I know is that you're an advocate for justice and for inmates. Let me give you a little background on myself.

  … I'm  locked  up  for three counts of attempted homicide of police officers. I was arrested in August 26th 1999. in the year 2000 I was convicted. I was given 15 years for each count to run consecutively. My first parole hearing was in 2010 but I waived my rights due to the fact that I was only in for 10yrs or so. I then reapplied for parole in 2022. The reason it took me so long to reapply was because I felt I needed to be punished for my crimes. In 2022 the Parole Commission endorsed me to medium and PRC went along with it. As soon as my paperwork got to Madison, they denied me medium status on the grounds of my assaultive Behavior. I'm still confused about my assaultive Behavior because I was only in two physical fights in all the time I've been incarcerated. I understand that I have a PMR not an MR in which they can keep me in prison for my entire sentence. So my first parole hearing they gave me a one-year defer but then I was shipped back to Waupun Correctional Institution, knowing I was moved out  of WCI because people were extorting me and because of my substance abuse problem. They agreed I needed a new Fresh Start of another facility so I was moved to Columbia Correctional Institution in 2018. I came back to Waupun in 2022 and ever since I've been receiving tickets. One for cell phone and all the rest for use of intoxicants. On my second Parole hearing they mentioned that I needed to take another look at my substance abuse problem and then asked if I knew what PMR means and I said I do. So in other words I better do better or else. They gave me 18 months defer in which my hearing will be held in November 2024. Now I'm 7/22/24 I received paperwork from my social worker Smith stating I have an upcoming parole Hearing in September 2024 and she wants me to fill out these papers and have them back to her by August 1st. Not much time to do the correct things I want to do.

I have a very strong community and family support system  in place. I have more things waiting for me out in the world and most people do once released .I'm a tribal member of the Forest County Potawatomi tribe. I have professional people who deal with people in my kind of circumstances. I have ADOA counselors, a transitional living place if the board refuses to let me live with my mother. I have a traditionalist to help me with my spirituality. I will have a sponsor. I have my own money and vehicles already. I can apply for a new house and the tribe will give me a job. My tribe has a lot of programs and opportunities for me To succeed knowing that I have a severe substance abuse problem, I don't want to just be released to the Free World, I want to go into an inpatient treatment center to help get my priorities in place. I want to do things the correct way,  in a healthy way .

   Since I've been back at WCI I caught over 10 major conduct reports and just about as many minor tickets. All relating to my substance abuse problem. My question is: is it right for the parole commission to deny me Patrol just on the basis of my substance problem? That is a major problem that I have. I'm still trying to figure out what all this “assaultive Behavior" they're talking about I have. I've been wanting to get in -depth treatment for my substance abuse addiction but this is institution doesn't have any. All my program needs are met except an additional  vocational  they added after I completed building maintenance and construction. Don't worry I'm not going to hold you responsible -parole board doesn’t give me parole. I'm just trying to seek advise. .

I will truly appreciate it if you could guide me in the direction I should go. I mean as far as who all to write and seek advice. If there is anything you can do or say to help, I welcome it with an open mind,heart ,hands  and spirit.

 Serious addiction problem

 hello and greetings. I would like to know if you have any type of resources concerning how to proceed with dealing with the parole Commission.

   Also I have a serious addiction problem that keeps me getting put in segregation which is preventing me from going to medium. I've been on maximum custody for my entire 25 years of incarceration and Waupun Correctional doesn't have any programs that deal with those types of issues and they don't 

want to place me in a facility that deals with my addiction. I've been asking for help for years but they

 get and keep giving me this booklet that contains about 120 pages and send me on my way. I really need serious in-depth therapy that is beneficial to my well being and gives me the skills and tools to be on the correct and sober path. They keep using the shortage of Staff excuse or tell me to go back and read those thin booklets and to try my best to stay sober and maybe somewhere in the future we can  get you the help you're asking for and it's everybody knows that the facility is an open drug store and  it's impossible to keep the right type of mind frame when everybody comes to your  door with all types of drugs. It is Well documented in my conduct report here in WCI of my addiction problems and yet I can't receive the treatment that I need. I have staff tell me that drugs are everywhere outside of these Prison Walls but they fail to realize I have a very strong support system outside these walls, not just family but a whole Community that's willing to help any way that I need. I don't ever want to be released directly to my community I want to go to treatment center and then to my tribes transition living facility which they already sent me there for sure and are willing to accept me.

    my question is do you know anybody or even yourself that can help me to convince Waupun to send me to a facility to get the help that I truly need. or maybe you can help point  me to someone that is willing to give any advice they can that will or might help me on my journey to sobriety? I would appreciate any help you or anybody can give me. I'm asking for help I won't hold no one accountable for my future in this journey to sobriety but myself. I sincerely hope to hear back from you or to whoever you  may or may not find. even if there's nothing you can do I would appreciate a response of some kind.

 UPDATE: we were preparing to do what we call a “letter- petition Drive” to force the DOC to let him go home to his tribe and treatment. This is  where we get comments on cases from the public, scroll them in a PDF file and send by email to the powers and media . We are just starting this .

But he became seriously ill and was sent to Dodge Infirmary. He was unconscious for a long time with no diagnosis and all worrying and then slowly started to drink Ensure- He has lost much weight as he cannot hold solids down and he is told they think he has an obstruction in his stomach. His mother has been calling a lot but can talk to her son by phone only once a month.  I have been trying unsuccessfully to talk to staff about who is his physician , if they have one, and what is the diagnosis and will try to get him sent to UW. He is very weak, cannot walk without assistance and we have no answers. WE find that IF we can get staff full names, we can email them- otherwise your get the answering service merry-go-round.

His mother is in our families group so we all brainstorm on his case. The next problem is that they plan on sending him back to Waupun when he is stronger- and that we cannot have- His mother was extorted for thousands of dollars and he is always under threat. WCI and GBCI are very dangerous places for all .
